The Pennsylvania Department of Environmental Protection has approved the first phase of Wal-Mart's plan to stabilize the construction site in Kilbuck. Wal-Mart plans to reinforce the soil and to complete a more comprehensive second phase next year. The Pittsburgh Trib [1] has more details.
